According to Section 21 of the Right to Education Act, School Management Committees (SMCs) in all government primary schools and School Management and Development Committees (SMDCs) in secondary schools have been constituted from 2010-11 and are to be reconstituted every two years.  Accordingly, SMC was restructured in 2018-19, so it has to be restructured in the year 2020-21.

 Given the current situation, due to the Corona-19 epidemic, the academic session could not start in June 2020. The SMC and SMDC will have to be restructured when the academic session starts.  Principals of all government primary and secondary schools of the district have been appointed by the District Education Officer, District Primary Education Officer and District Collect Co.  O.  The school management committee and the school management and development board should be informed by Mr. / Govt.

 The following instructions should be taken into consideration.  Of these, 75 per cent (9 members) cannot be re-employed in the restructuring among the parents or guardians of the children studying in the school who have become members in one term.  .

 Retired principals in local educationists or government officials who are natives of the village who are retired or in service.

 It is compulsory to organize a parent meeting / gram sabha in the school. To organize a parent meeting to rehabilitate the school management committee and school management and development committee and to inform the parents in public places weeks before the parent meeting as well as to prepare the proceedings of the parent meeting.

 After the reorganization of the School Management Committee and the School Management and Development Committee, the CRC Co.O. issues a certificate to the BRC Co.O.  Certificate of reorganization in all government primary and secondary schools under its purview as per rules of School Management Committee and School Management and Development Committee shall be given to District Education Officer, District Primary Education Officer and District Project Co., Govt.  District Education Officer, District Primary Education Officer and District Project CO / Govt. Officer will have to send a certificate to the State Project Office stating that all the government primary and secondary schools under their control have been restructured as per the rules of School Management Committee and School Management and Development Committee.

Various provisions / instructions have been issued from time to time regarding disciplinary action to be taken in respect of employees whose provisions of Gujarat State Service (Discipline and Appeal) Rules, 121 are applicable. In order to explain the procedure of departmental investigation in simple language, a booklet titled "Guidelines for Departmental Investigation" was published by the Investigation Unit in the year 18. After the publication of this booklet, some new provisions have been introduced in the Gujarat State Service (Discipline and Appeal) Rules, 121 by amending it from time to time and also resolutions / circulars have been issued for further clarification of the rules. Some of the resolutions / circulars mentioned in the guidelines of the year 19 have been canceled as well as the Gujarat Civil Service Rules, 2006 have been published by amending the Mumbai Civil Service Rules in the year 2006. Therefore, keeping in view the purpose of using the provisions of these rules in the process of departmental investigation.

There was a need to update the guidelines for departmental investigations.

This booklet has not been prepared in place of the existing statutory rules or instructions / alternatives, but has been updated with the intention of providing simple language guidance to the employees involved in the departmental inquiry proceedings on the provisions of the rules. The defense officer and the staff / officers acting on their behalf will not be able to cite this booklet as a basis during the departmental investigation. The Gujarat State Service (Discipline and Appeal) Rules, 181 and the resolutions / circulars / instructions issued from time to time in this regard should be considered as the basis. Even when the question of interpretation of the rule arises, only the words of the original rule / provision should be taken into consideration
