In contrast, teachers might focus on the processes of science and develop scientific conceptual understanding from it. This process-centred approach could, for instance, offer the children experiments and investigations as starting points for acquiring conceptual knowledge with little or no direct teaching of concepts. In this case a conceptual structure is withheld. The onus is on the children to recall or construct a functional mental representation without reference to a teachers' description of one. Pupils might infer relationships in the topic under study and may be given an opportunity to test and revise their ideas. Of course, other teachers might focus on a combination of these two approaches and develop scientific skills and conceptual understanding from in this combination. This mixed approach could be a balance or, perhaps, a compromise, between a product-centred and a process-centred approach, in which the teacher provides a partial conceptual structure and leaves the remainder for children to construct by inferring, hypothesising, or testing their ideas. It could encourage lessons where children do investigations with some features already identified by the teacher, and with some conceptual knowledge about the subject that enables them to appreciate the purpose of the activity. In contrast, it could encourage lessons without a clear purpose which mixed different types of activity, but did not develop either conceptual or procedure understanding exclusively..

Gujarat Pensionero ni Varshik Hayati ni Kharai May Mahina ne Badle Jun ma Karva Babat Nana Vibhag no Letter 29/04/2020. 

Matter of verifying the annual survival of pensioners for the year 2020 in June instead of May.

The Government of Gujarat has decided to verify the annual survival of the pensioners of the State Government in the month of May by the resolution of the Finance Department.  If survival cannot be verified in May, exemption is granted till July.  Provision has been made to defer payment of pension amount in case of pensioner failing to prove his / her survival during this period.

 lockdown has been implemented by the government to control the Koro epidemic.  Therefore, it was under the consideration of the Government to change the period for verification of survival so that the pensioners do not have difficulty in verifying their annual subsistence.

Resolution: After careful consideration, it is decided to verify the annual survival of the pensioners in June instead of May.  In addition, pensioners who cannot verify survival in June can also verify survival in July and August.  In addition, Pensioners / Family Pensioners of the State Government can also verify their online survival on the Jeevan Pramaan Portal (www.jeevanpramaan.gov.in) as per the resolution above (3) taken from the reading.  Thus, in case the pensioner fails to verify his / her life in June, July or August in the year 2020, it is decided to defer the payment of the pension amount from September.  The other provisions of the Finance Department from time to time regarding the verification of the annual survival of the pensioners will remain the same.  These instructions will be effective for the year 2020 only.

Booth Level Officer; A Representative of Election Commission at the Grass-Root Level

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law.
