Implemented by Ministry of Labor & Employment and Ministry of Agriculture & Farmers Welfare under Government of India. The scheme aims to provide protection to farmers in old age. The main objective of this scheme is to provide security to small and marginal farmers of the country by giving them a pension of Rs. 3000 per month after 60 years. Any social security scheme such as Nation Pension Scheme (NPS), Employee State Insurance Corporation Scheme, Employee Fund Organization Scheme should not receive pension or be a member of such organizations.

Farmers selected in ‘Pradhan Mantri Shram Yogi Maandhan Yojana’ and ‘Pradhan Mantri Vyapari Maandhan’ schemes by the Ministry of Labor and Employment will not be eligible.

The farmer will have to pay a premium every month to avail the benefit of the pension scheme. Under this scheme the beneficiary will have to pay 50% premium and 50% premium will be paid by the government. To avail the benefit of Kisan Mandhan Yojana, the beneficiary aged 18 years has to pay Rs. 55 per month and the farmers aged 40 years have to pay a premium of Rs. 200 per month. The benefit of this scheme will be available after 60 years. To avail the benefits of PM Kisan Maandhan Yojana 2021, the beneficiary must have a bank account and that bank account must be linked to the Aadhaar card.

Where all the documents have to be given to the Village Level Entrepreneur (VLE).

VLE will process the beneficiary's personal information, bank information and other details online through their CSC Login. He will then register for the premium amount according to age.

 Thus, despite the implementation of the above instructions of the General Administration Department for the transfer of regular as well as fixed salary employees recruited through regular recruitment process as well as disabled employees, some departments have issued instructions not to transfer / relocate before the completion of five years of service in case of such employees.  , Which is not consistent with the existing instructions of the General Administration Department.  Hence, the following instructions are circulated in this regard.

 As per the prevailing instructions of the General Administration Department read above, the survey departments will have to follow the guiding principles of keeping husband and wife in one place as far as possible as well as transfer of the disabled, giving priority to public interest, administrative needs and work interest.  If any instructions are issued by the Heads of Departments / Departments of the Secretariat which are not in conformity with these guidelines, they shall be immediately reviewed with the necessary justification in consultation with the General Administration Department to compare with the existing instructions of the General Administration Department.  Public interest, administrative requirement and operation of the department should be given priority while reviewing.

 .  Jobs of officers / employees on duty in State Government Boards, Corporations, Granted Institutions are mostly non-transferable.  In such circumstances, if the spouse is on duty in the State or Panchayat service, he / she should be considered for appointment at the same place / nearby place by transfer or deputation to an equivalent place.  Thus, before making appointment by transfer / deputation, the competent authority should give priority to public interest, administrative need and performance.

 3. Resolution against the above-mentioned number (2) of the General Administration Department provides for replacement when a female employee who has been appointed on a fixed salary basis on a regular recruitment basis has served for at least one year and a male employee has served for at least two years.  However, in case the spouse can be kept in the same place / nearby place, even if the male employee has served for one year, he / she will be able to transfer / change district after one year.
