Booth Level Officer; A Representative of Election Commission at the Grass-Root Level
For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.
Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+
The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.
BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. constituted a Committee to re draft the Gujarat ( Bombay )Primary Education Act, 1947 and Gujarat
Compulsory Primary Education Act, 1961 in the context of, and in consonance with The Right of
Children to Free and Compulsory Education Act, 2009 (RtE Act) enacted by Government of India. The
GR also mandated the Committee to draft rules and suggest procedure to give effect to provisions of
admission of disadvantaged children and recognition of unaided schools in the RtE Act.
The Committee co-opted a few members and held several meetings. It constituted three sub
groups to work on
(i) admission of disadvantaged children to unaided schools
(ii) recognition of unaided schools
(iii) Gujarat (Bombay ) Primary Education Rules 1949
The Committee held meetings with teachers, school managements and association
representatives in Ahmedabad, Surat, Vadodara and Rajkot and greatly benefited from their views.
The Committee submitted draft of Gujarat Elementary Education Act to State Government in
August 2010. As requested by the Education Department, the Committee submitted draft rules on the
admission of disadvantaged children and recognition of unaided schools in July 2010. Draft of revised
Gujarat Elementary Education Rules was submitted in January 2011.
The Committee examined many complex and controversial issues associated with RtE Act. The
thinking of the Committee on some of these issues is summarized in the following paragraphs as this
will explain the reasons for some of its recommendations:
The RtE Act increases Government control in elementary education and this could result in administrative malpractices. The Committee felt that there should be adequate checks and balances to reduce the opportunities for misuse of authority, particularly in the context of requirement of all unaided schools to obtain recognition. The Committee has recommended that all applications for recognition should be examined not by Education Department but by committees consisting of retired teachers andGovernment officials, and educationists; and grant of recognition or otherwise should be based on the report of these independent committees.
6 The Committee has also recommended that the existing practice of annual inspections by Education Inspectors should discontinue as it no longer serves any useful purpose. The Committee has recommended that academic committees consisting of educationists should be given responsibility of academic supervision and guidance of elementary schools. The Committee has also recommended thatreputed schools and other education institutions should also be associated in academic supervision.
Primary school inspector duties
Every elementary school should have the benefit of such supervision at least twice a year and the report of such supervision should be forwarded to CRCs and DIETS for providing suitable training and other academic assistance to teachers.
7 The RtE Act puts enormous responsibility on local bodies for successful implementation of free and compulsory elementary education to all children within their jurisdiction. While District and Taluks Panchayats, and Municipal Corporations in Gujarat are well equipped for this, most of the municipalities are not. The Committee was informed that out of 165 Municipalities and Municipal Corporations only
19 are providing elementary education and such municipalities, are called ‘authorized municipalities’. The remaining 146 have resolved that they are not in a position to take this responsibility and the State Government has therefore entrusted this responsibility to the concerned District Panchayat. The Committee was informed that the main reason for the refusal of unauthorized municipalities to manage elementary education was that State Government provided only 95% of expenditure and the remaining5% was to be borne by the local body. Since these municipalities did not have financial resources, they opted not to provide this service. The Committee was firmly of the view that ULBs cannot avoid this responsibility and recommended that as in the case of District Panchayats, State Government should fully reimburse to ULBs the expenditure on elementary education. The Committee has also recommended that even though the financial position of Municipal Corporations is stronger, this is nottheir core function and they should also be provided full grants and not 85% as per the present practice.
The Committee was of the view that primary education is not covered under 74th Amendment and that local bodies discharge this responsibility as an agent of State Government and are therefore entitled to full reimbursement of expenditure.

Login using I PIN
First Time login:
After logging to CRA website for the first time, you will have to accept to the terms and conditions for using CRA website and Interactive Voice Response facility (IVR). On acceptance of the terms and conditions, you will be directed to set your new password for using CRA website. You will also be set your Secret Question for the purpose of resetting your password, in the event you forget your password. The password you create should be alpha-numeric with at least one special character (!,@,#,$,%,^,&,_). The length of the password should be between 8 and 14 characters.You should also set your secret question for the purpose of resetting your I-Pin, in the event you forget your I-Pin. The length of the answer should at least be of 8 characters
Access to CRA denied:
Access to CRA may be denied due to the following reasons:Incorrect User id provided
Incorrect password provided - If you have forgotten your password, you may reset it by answering the secret question through 'Forgot Password' link or submit a request for a re-issue of I-Pin through your PAO/POP-SP in case the user is subscriber or to CRA in case the user is PAO/POP-SP.
"As a safety measure to prevent unauthorised access, the account will be locked if the user enters incorrect password for five consecutive attempts. The user shall have an option to reset the password by answering the secret question even after the account is locked. In case the user is not able to remember the answer to the secret question and is unsuccessful in resetting the password, the user shall have to submit a request for reissue of I-Pin."
Memorise your password and destroy the I-Pin mailer.
Do not write your password for reference.
Do not disclose your password to anyone.
After login, do not use to "Back" and "Forward" button in your browser to navigate. For security purpose, the same has been disabled. Any attempt to use those buttons will result in a logout.
