Booth Level Officer; A Representative of Election Commission at the Grass-Root Level
For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.
Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+
The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.
BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. 1. The Electronic Voting Machine (EVM) is a reliable system for conduct of elections in which one
person has to be elected out of many candidates.

2. EVM consists mainly of two units – (a) Control Unit (CU) and (b) Balloting Unit (BU) with cable
for connecting it with the Control Unit. A Balloting Unit caters upto 16 candidates. Four Balloting
Units linked together catering in all to 64 candidates can be used with one Control Unit.

3. EVM uses a modern microcomputer and other Large Scale Integration (LSI) chips. It operates on a
special Power pack. It is tamper-proof, error-free and easy to operate. It is easily portable. The
polling information once recorded is retained in its memory even when the Power pack is
removed.

4. The machine, which is according to the design approved by the Election Commission of India, is
manufactured by Bharat Electronics Limited (BEL) and Electronics Corporation of India Limited. It
is the end product of considerable experience and extensive trials in Indian Elections under the
guidance of the Election Commission of India.

5. This chapter aims at introducing the machine and familiarising the electoral officials with its
functioning.

OPENING OF CARRYING CASES

6. The Balloting Units and Control Units are supplied in separate carrying cases. A carrying case can
be opened by pressing the latches simultaneously, on both sides of the handle, as shown in
Fig. 1.
7. Remove the Units from the carrying cases carefully by using both hands.

BALLOTING UNIT

9. The Balloting Unit is that unit of the machine which the voter operates to exercise his / her
franchise.
10. It consists of a rectangular box. The box, which is as shown in Fig. 3, has -
a. Interconnecting Cable,
b. Ready Lamp,
c. Slide Switch Window,
d. Sixteen Candidates’ Buttons,
e. Sixteen Candidates’ Lamps and
f. Provision for insertion of Ballot Paper containing the SI. Nos, Names and Election Symbols of
contesting candidates under a transparent (polycarbonate) sheet (Ballot Paper Screen).

12. The ‘Ready Lamp’ is on the top left side of the Balloting Unit. This lamp glows GREEN when the
‘Ballot Button’ on the Control Unit is pressed by the Presiding Officer to enable the voter to record
his vote. It goes off when the voter has recorded his vote.

The Slide Switch Window is on the top right side. The Slide Switch inside the Balloting Unit can
be operated to reveal through the window the figures 1, 2, 3 or 4. When only one Balloting Unit
is to be used, the switch is operated to show the figure ‘1’ through the window. If a second
Balloting Unit is used, the switch in that Unit is operated to show the figure ‘2’ through the
window of that Unit, and so on.

14. The voter records his vote by pressing the Candidate’s button against the name and symbol of the
Candidate of his choice. When the Button is pressed, the Lamp (Candidate’s Lamp) on the left
side of that Button glows RED and the voter’s choice is recorded.

15. The Balloting Unit has a provision for inserting on its top face the Ballot Paper in which the
SI. Nos., names and symbols of the contesting candidates are printed. A transparent polycarbonate sheet (Ballot Paper Screen) protects the Ballot paper.

16. The top cover of the Balloting Unit is opened by pressing simultaneously, towards the right, the
latches at the top and bottom of the right edge of the Unit. The inside of the Unit is as in Fig. 5.
Sixteen Candidates’ buttons are visible, each having an associated masking tab. The buttons
which are required to be used should not be covered or masked. The buttons not required to be
used should be covered or masked with their associated masking tabs.

Training was done to zonal / sector magistrates about preparations for pre-voting and preparatory work during the polling day. In the Lok Sabha General Elections 19, Additional District Magistrate Anil Kumar Mishra gave general instructions to the Zonal / Sector Magistrate through ParvPoint presentation that in the assembly constituencies covered in parliamentary constituency, Jhansi, in Lalitpur, total 14 zonal Magistrate and 104 Sector Magistrates have been appointed, out of which Lalitpur In Idhansba area 05 zonal magistrates and 51 sector magistrates and Mahroni have appointed 09 zonal magistrates and 53 sector magistrates in the constituency. The zonal and sector magistrates appointed at the time of polling will be given a cap of different colors. All Presiding Officers will collect the necessary material for election from the ARO. Sector Magistrate will make all the necessary material related to elections to the Presiding Officers from time to time. This time the process of mockpole is being adopted in the election. Process of mockpole will be done at polling booths at 06 p.m. on polling day. Under this, all the Presiding Officers will make 50 moppoles in videography monitor. If the process of mockpole is not completed on a polling booth, then its responsibility will be of the presiding officers. This time, instead of voter slip, 11 types of identity cards have been kept in the category of voter identity card for voters. All Presiding Officers will get the voting material after reaching the departure point. District Collector / District Election Officer Manvendra Singh instructed the Assistant District Election Officer in his address in the training that from April 25, government vehicles will be provided to all sectors and zonal magistrates. After getting the vehicle available to the Sector and Zonal Magistrates, they should submit at least 02 visits in their respective areas immediately and report the sensitive areas immediately. In order to stand for more time in the day of polling, the disabled voters and the Divya category will be arranged separately for voters, so that they do not face any problem. On the absence of many officials in the training, the District Magistrate was strongly condemned and clarified with the absent officers. In the meeting, Additional District Magistrate Anil Kumar Mishra, Project Director DRDA Baliram Verma, Sub-District Collector Sadar Gajal Bhardwaj, Jnanal and Sector Magistrate appointed in both the State Legislatures were present.

Voter verifiable paper audit trail (VVPAT) or verifiable paper record (VPR) is a method of providing feedback to voters using a ballotless voting system. A VVPAT is intended as an independent verification system for voting machines designed to allow voters to verify that their vote was cast correctly, to detect possible election fraud or malfunction, and to provide a means to audit the stored electronic results. It contains the name of the candidate (for whom vote has been cast) and symbol of the party/individual candidate.

VVPAT offers some fundamental differences as a paper, rather than electronic recording medium when storing votes. A paper VVPAT is readable by the human eye and voters can directly interpret their vote. Computer memory requires a device and software which potentially is proprietary. Insecure voting machine[ records could potentially be changed quickly without detection by the voting machine itself. It would be more difficult for voting machines to corrupt records without human intervention. Corrupt or malfunctioning voting machines might store votes other than as intended by the voter unnoticed. A VVPAT allows voters the possibility to verify that their votes are cast as intended and can serve as an additional barrier to changing or destroying votes.

The VVPAT includes a direct recording electronic voting system (DRE), to assure voters that their votes have been recorded as intended. It is intended, and some argue necessary, as a means by which to detect fraud and equipment malfunction. Depending on election laws the paper audit trail may constitute a legal ballot and therefore provide a means by which a manual vote count can be conducted if a recount is necessary. The solution was first demonstrated (New York City, March 2001)[citation needed] and used (Sacramento, CA 2002) by AVANTE International Technology, Inc

1. The Electronic Voting Machine (EVM) is a reliable system for conduct of elections in which one
person has to be elected out of many candidates.

2. EVM consists mainly of two units – (a) Control Unit (CU) and (b) Balloting Unit (BU) with cable
for connecting it with the Control Unit. A Balloting Unit caters upto 16 candidates. Four Balloting
Units linked together catering in all to 64 candidates can be used with one Control Unit.

3. EVM uses a modern microcomputer and other Large Scale Integration (LSI) chips. It operates on a
special Power pack. It is tamper-proof, error-free and easy to operate. It is easily portable. The
polling information once recorded is retained in its memory even when the Power pack is
removed.

4. The machine, which is according to the design approved by the Election Commission of India, is
manufactured by Bharat Electronics Limited (BEL) and Electronics Corporation of India Limited. It
is the end product of considerable experience and extensive trials in Indian Elections under the
guidance of the Election Commission of India.

5. This chapter aims at introducing the machine and familiarising the electoral officials with its
functioning.

 OPENING OF CARRYING CASES

6. The Balloting Units and Control Units are supplied in separate carrying cases. A carrying case can
be opened by pressing the latches simultaneously, on both sides of the handle, as shown in
Fig. 1.
7. Remove the Units from the carrying cases carefully by using both hands.

BALLOTING UNIT

9. The Balloting Unit is that unit of the machine which the voter operates to exercise his / her
franchise.
10. It consists of a rectangular box. The box, which is as shown in Fig. 3, has -
a. Interconnecting Cable,
b. Ready Lamp,
c. Slide Switch Window,
d. Sixteen Candidates’ Buttons,
e. Sixteen Candidates’ Lamps and
f. Provision for insertion of Ballot Paper containing the SI. Nos, Names and Election Symbols of
contesting candidates under a transparent (polycarbonate) sheet (Ballot Paper Screen).

12. The ‘Ready Lamp’ is on the top left side of the Balloting Unit. This lamp glows GREEN when the
‘Ballot Button’ on the Control Unit is pressed by the Presiding Officer to enable the voter to record
his vote. It goes off when the voter has recorded his vote.

The Slide Switch Window is on the top right side. The Slide Switch inside the Balloting Unit can
be operated to reveal through the window the figures 1, 2, 3 or 4. When only one Balloting Unit
is to be used, the switch is operated to show the figure ‘1’ through the window. If a second
Balloting Unit is used, the switch in that Unit is operated to show the figure ‘2’ through the
window of that Unit, and so on.

14. The voter records his vote by pressing the Candidate’s button against the name and symbol of the
Candidate of his choice. When the Button is pressed, the Lamp (Candidate’s Lamp) on the left
side of that Button glows RED and the voter’s choice is recorded.

15. The Balloting Unit has a provision for inserting on its top face the Ballot Paper in which the
SI. Nos., names and symbols of the contesting candidates are printed. A transparent polycarbonate sheet (Ballot Paper Screen) protects the Ballot paper.

16. The top cover of the Balloting Unit is opened by pressing simultaneously, towards the right, the
latches at the top and bottom of the right edge of the Unit. The inside of the Unit is as in Fig. 5.
Sixteen Candidates’ buttons are visible, each having an associated masking tab. The buttons
which are required to be used should not be covered or masked. The buttons not required to be
used should be covered or masked with their associated masking tabs.
